Health System Specialist (Grand Island Site Manager)

NWI is comprised of three major healthcare facilities in Omaha, Grand Island, and Lincoln, and several community-based outpatient clinics in North Platte, Holdrege, Bellevue, Norfolk, and Shenandoah as well as other operational outpatient services in O'Neill. The Site Manager provides day-to-day leadership at the Grand Island Division. The Site Manager is responsible for coordinating all operations including patient care operations, by coordinating with physicians, nurses, administrators and other professionals in Grand Island and associated service chiefs in Omaha. They actively participate in top leadership and management discussions, decision making, and policy setting, and in the sharing of responsibility for overall fulfillment of the HCS mission. The Site Manager must demonstrate advanced knowledge and ability to direct complex administrative management systems, plus a working knowledge and understanding of general clinical systems as they relate to patient care, the primary mission of the health care system. The Site Manager has line authority over, and direct responsibility for a significant segment of the administrative and operational functions to include the Grand Island Community Living Center Inpatient Division, Grand Island Outpatient Division, and HCS Community Based Outpatient Clinics (CBOCs) located in North Platte, O'Neill, and Holdrege. The total enrolled Veteran population for the Grand Island Site Manager is over 12,000
veterans. The specific functions selected will be based on the incumbent's prior experiences, skills, abilities, etc. The incumbent is responsible for assuring effective interactions, between the administrative and clinical services at his/her Division. The Site Manager must establish and maintain positive relationships with stakeholders, patients, staff, union representatives, other hospitals, and local governments to achieve recurring feedback from which he/she strives to develop a favorable image for the health care system. Duties require the ability to apply and provide a significant leadership role in HCS committees. Provides for maintenance of data related to budget and expenditure estimates affecting his/her Division and Services who report to him/her. Provides for the best patient care without exceeding allotted budget. Prepares a variety of reports, analysis, responses, action plans, etc., for review by or signature of the Assistant Director or other Executive. Develops background and management options available to deal with complex issues and problems. Ensures that proposals submitted by staff of various diverse natures are complete and that all implementation requirements are accurately identified. As appropriate, develops policies, procedures, schedules and other activities to have the HCS comply with VACO, Joint Commission, and other regulatory agencies as appropriate regarding all phases of performance improvement and quality management programs. Acts as a resource person providing advice and guidance to services on matters to include policy interpretation and procedural guidance. Makes recommendations to services using judgement to determine if higher-level authority is required. The incumbent is involved in the strategic planning process and leads this for Grand Island and the associated CBOCs. Reports to the NWIHCS Assistant Director, but works in close coordination with Medical Center Director, Associate Director, Chief of Staff, and Nurse Executive as a key member of the NWIHCS leadership team. Advises on fund shortages and recommendations regarding funding or program adjustments and to promote cost consciousness and identify areas in which savings are possible. Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
